In 2008, Congress ordered all U.S. railroads to install PTC, but the work has gone more slowly than expected and the deadline, which has been repeatedly extended is now Dec. 31, 2018.

Early in the day there was also some concern that the incident may have been an act of terrorism, as it comes just a week and a half after a man was charged with planting explosive devices in New York and New Jersey
