Nato-Ukraine meeting on Russia

NATO says it has all the evidence it needs to blame Moscow for breaching international laws following reports of Russian troops inside Ukraine.

The comments came after a snap meeting of NATO and Ukranian officials in Brussels and ahead of a summit in Wales next week set to discuss further aid to Ukraine.

Ukrainian officials have called for further international support to fight armed separatists, though NATO's secretary General downplayed fresh talk of Ukranian membership to the western military alliance as fighting continues.

Despite Moscow's hollow denials, it is now clear that Russian troops and equipment have illegally crossed the border into eastern and south-eastern Ukraine.

Russia is being accused of sending up to 1000 of its own troops as well as tanks and artillery to separatist militants trying to destabilize Ukraine - just as Ukrainian forces begin making gains.

"Russia's ultimate aim is to alleviate pressure on separatist fighters in order to freeze this conflict which would result in further tragedy for the people of Eastern Ukraine.

That was the head of NATO's crisis management center Brigadier General Tak - that approach many increasingly see as incongruous with ongoing peace talks between Ukraine and Russia.

The concern has driven Ukrainian Prime Minister Arseniy Yatsenyuk to recommend Ukraine aspire to NATO membership - a prospect that's being downplayed by NATO and its members in the midst of the crisis. Meanwhile NATO countries though are stepping up financial contributions to a new trust fund aimed at revamping Ukraine's military capabilities to deal with any possible aggression. If NATO allies and European leaders meeting here in Brussels on Saturday agree to see Russia's actions as an indisputable invasion of Ukraine, there may be little choice but to once again toughen sanctions against Moscow. UK RAISES TERROR THREAT LEVEL

Britain has raised its terror threat level from 'substantial' to 'severe' in response to developments in Syria and Iraq.

A severe threat level means a terrorist attack is considered highly likely.

Prime Minister David Cameron is also promising new powers to deal with Britons who travel to Syria and Iraq to fight with Islamic State militants.

But he says the group poses an unprecedented threat.

Police in the UK are appealing for help from the public to help identify people who may be becoming radicalised or are planning to go abroad to join militant groups..

CAMERON ROCKED BY UKIP DEFECTION

British Prime Minister David Cameron has been rocked by the shock defection of one of his Conservative MPs to right-wingers UKIP.

Douglas Carswell is resigning from Parliament to trigger a by-election in which he hopes to become UKIP's first MP at Westminster.

It puts David Cameron under increasing pressure to respond to claims he is losing voters to the anti-EU, anti-immigration UK Independence Party.

UKIP performed well in recent local and European polls and hope to make a genuine impact in 2015's general election.

Mr Carswell says he wants to destroy a cosy Westminster 'clique' which he says won't deliver meaningful European Union reform and isn't providing meaningful democracy to Britons.

But he insists it was a difficult decision.

UKIP are sometimes compared to the Tea Party in the US.

Partly because they advocate smaller government, are anti immigration, and anti european union...

But partly also because Conservatives fear they will cannibalise the right-wing vote ahead of next year's general election - making it harder for Prime Minister David Cameron's party to secure a majority.

Hence the disappointment at Douglas Carswell's move from his former colleagues like Bob Stewart MP.

The opposition Labour Party hopes it can capitalise - saying Douglas Carswell's defection proves the Conservatives are too divided to help Britons still struggling as the economy returns to health.

He will now fight a by-election in the hope of providing UKIP's first presence at Westminster - crucial to their credibility according to LBC political reporter Theo Usherwood.

CALLS FOR RESIGNATIONS OVER UK ABUSE SCANDAL

Police and council officials in the UK are facing further calls to quit after a report found at least 1400 children were sexually exploited in one town between 1997 and 2013.

A report into the widespread child abuse in the northern town of Rotherham detailed gang rapes, grooming, trafficking, and other sexual offences.

Rotherham Council's leader has quit but no council employees are to face disciplinary action.

And South Yorkshire's Police and Crime Commissioner is facing calls to step down - because he was responsible for children's services in Rotherham between 2005 and 2010.

Some officers have reported not wanting to press charges for fear of racism - the gangs involved were run by men of Pakistani origin.

Officials are also looking into whether other English towns have had similar problems which have not been properly investigated.

Obama officials defend decision not to pay ransom for Foley

The US Government is defending a decision not to pay a ransom of more than 80 million pounds that was demanded by Islamic State in exchange for the freedom of executed journalist James Foley.


And top Obama administration officials have given more information about a failed rescue mission to free Mr. Foley and other Islamic State captives.

Defence Secretary Chuck Hagel, speaking at the Pentagon and facing growing questions about whether the US government did enough to help free journalists James Foley - executed earlier this week by Islamic State - and Stephen Sotloff, whose life is still threatened by the group.

He confirmed that a rescue mission was launched earlier this year.

But….it didn't work.

The information that led to the US attempted rescue was gleaned from French and Italian captives, freed by Islamic State reportedly after large ransom payments were made in exchange for them.

But the Obama administration says even though a demand was made for 132 million dollars in exchange for Mr. Foley's life…..the US government would never have done the deal.

Obama administration critics point out that while the White House claims not to engage in deals with terrorists….it did recently agree to free 5 inmates from Guantanamo Bay in exchange for the captured American soldier Bowe Bergdahl.

That arrangement, brokered by the government of Qatar, was defended at the time by the same US officials who today say they could have done no more to save Mr. Foley's life.

Two Americans discharged from hospital after successful Ebola treatment

Two American aid workers infected with the Ebola virus have been discharged from a hospital in Atlanta.


Doctors at Emory University say Kent Brantley and Nancy Writebol have been fully cured, and pose no threat to society.

The announcement comes as spectacular news for the two Americans who were airlifted from West Africa, where they contracted the Ebola virus, last month.

Dr. Brantley - a medical missionary in Liberia with the evangelical organization Samaritan's Purse - says his recovery is a gift from God.

Surgeons revealed that the other patient successful treated, Nancy Writebol, was discharged from hospital on Tuesday.

She made no public comments, but in a written statement thanked the team at Emory University Hospital for successfully treating the virus.

It was a controversial decision when the two patients were flown to Atlanta from West Africa, sparking fears that Ebola could spread in the United States.

Held in isolation from the moment they stepped aboard the aircraft that brought them to America, the hospital's medical director Dr. Bruce Ribner hailed their successful treatment….and suggested a lesson for the public lies therein.

Dr. Brantley told reporters that he now plans - as he put it - to "slip away" and spend private time with his family, before speaking further about his experiences as an Ebola survivor.

He did not indicate whether he plans to return to West Africa, where his missionary work awaits him.

But he did urge the public to keep Ebola victims in the region in mind and in their prayers, as they try to overcome a disease with a reported mortality rate of 70 per cent.

Islamic State executes US journalist James Foley, threatens life of another

The mother of an American journalist beheaded by Islamic State militants in Syria says she's never been prouder of her son.


James Foley was kidnapped two years ago.


Last night, Islamic State released a videotape that appears to show his execution, and his assassin reportedly is an Islamic State fighter with a British accent.


Now the group is threatening to kill another US journalist unless President Obama abandons military action in Iraq.

The release of the horrific video - now blocked by social media sites and You Tube - came just as President Obama was leaving the White House to rejoin his family on holiday in Martha's Vineyard.

The tape shows Mr. Foley on his knees, dressed in an orange jump suit.

He's forced to read a statement, blaming the Obama administration for his killing.

Then, an Islamic State militant, reportedly with an accent that could be British beheads Mr. Foley…and threatens to kill a second American journalist, also shown on his knees….Stephen Sotloff, unless the US abandons its air strikes on Iraq.

The brutal  development came just 24 hours after President Obama praised US forces for wrestling control of a dam in the Iraqi city of Mosul from the grip of Islamic State.

The President ordered US intelligence agencies to try and authenticate the videotape…but Mr. Foley's family seem to believe it is genuine.

In a statement on Facebook, his mother Diane said she had never been prouder of her son….and she urged the militants not to execute other foreign captives, arguing that journalists have no control over President Obama's foreign policy.

Jim Foley was no stranger to captivity…he disappeared in Syria two years ago.

But he was also detained in Libya for 44 days back in 2011.

After that experience, he returned to America…where in an interview with the Boston Globe, he reflected on his time in captivity.

This time around, James Foley was not so lucky.

His colleagues in the press corps…many of them no stranger to the world's most dangerous warzones…seem genuinely stunned by his execution.

And as President Obama tries to finish an already much-interrupted holiday….Islamic State fighters say the life of that second journalist Stephen Sotloff is now in the President's hands.


ISIS militants appear to behead U.S. journalist James Foley

A video released by Islamic State militants in Iraq appears to show the beheading of U.S. photojournalist James Wright Foley.

In the five minute clip entitled "A Message to America", Foley reads what seems to be a coerced statement, calling on his friends and family to "rise up against my real killers, the U.S. government."

He is then executed by an ISIS militant, who is heard speaking English.

The White House National Security Council is working to establish the authenticity of the video.

Foley was abducted in northern Syria on Thanksgiving Day in 2012.

40 year-old James Foley was born in Rochester, New Hampshire, and began his career as a teacher -- once teaching prison inmates in Arizona.

He studied journalism at Northwestern University and for his first assignment travelled to Afghanistan with the U.S. Army.

He also reported on the turmoil in Libya, where he was held captive in 2011 for 44 days. One of his colleagues was killed.

In an interview following his release, Foley told the Boston Globe he had faith in the power of journalism.

You don't want to be defined as the guy who got captured in 2011, you know. I believe front-line journalism is important. You know, without these photos and videos and firsthand experience you can't really tell the world about how bad it might be.

Foley was working for both Global Post and Agence France Presse covering the civil war in Syria when he was abducted at gunpoint on November 22nd, 2012, near the town of Taftanaz in the northwest of the country.

He had not been heard from since.

His family, on their "Free James Foley" Facebook page, have not confirmed his death.

ISIS claims to also be holding a second journalist, Steven Joel Soltoff, who disappeared in Syria a year ago.

Ferguson residents express despair at violence

More than thirty people have been arrested during another night of unrest in the US state of Missouri.

Police in riot gear clashed with protestors in the predominantly black community of Ferguson, and National Guard troops took up positions in nearby neighborhoods.

It's the first time the military has been on American streets since the Los Angeles race riots of 1992.

The violence began following the shooting of unarmed black teenager Michael Brown by a local police officer.

Tear gas streams through the streets of Ferguson.

This is the ninth night of violent protests over the police killing of Michael Brown, an unarmed black teenager.

There's real anger here, and a sense of injustice - that for some is a troubling reminder of America's not too distant past.

INSERT: "The tension is high and the police being here is not helping. The police are very intimidating. A lot of black people do not trust the police as much as they used to."

So what do these riots reveal about race relations in America today? 50 years since the Civil Rights Act enshrined racial equality into law, two generations of one Ferguson family say very little has changed:

INSERT: "You know sometimes black people get looked at as if we're a threat. you have my cousins who are in school but if they got tattoos or look a certain way, other people tend to fear them - but these are our kids., we raised them. I don't know if have hope. I know I defientley have fear, fear for my children, fear for my family, for all of these young boys out here."

And those young boys are fearful too. 16 year old Aurelius Davis wants to be a mechanical engineer but he hasn't been to school all for days. The police shut it because of the riots.

"I was kinda scared cos we haven't been to school for a week now. It's a lot to take in when you're young like me" I hope it become more peaceful for my future."

A lot to take in for his cousin Kyle Collier too, who's the same age as Michael Brown.

'it was messed up how it went down. Justice needs to be done. no justice, no peace."

The man put in charge of bringing about that peace, Captain Ron Johnson, tried to appease the protesters - as he was swarmed by angry Ferguson residents.

INSERT: "And you're right, mike brown can't go to college, and you're right, you're absolutely right, mike brown should be able to go to college, those little kids her should be able to go to college, "

But despite Johnsons efforts tensions escalated - and many protestors but the blame squarely on police. 24 year-old Blake was covered in tear gas residue as he explained his ordeal.

INSERT: "We're standing peaceful protesting and then they send tear gas. it's like crazy. It's like it's lawless in the streets. They're supposed to protect and serve but they're provoking the violence."

Another protestor said the election of America;s first black president in 2008 has done little to improve the lives of African Americans.

INSERT: "The treatment's always been like this for our people and a black president, Obama hasn't done nothing for us. A boac president don't make no difference."

President Obama says he's monitoring the situation in Missouri but many here believe he should come here to see for himself the problems of this troubled town.

San Francisco's homeless board buses to clean up

For San Francisco's homeless community, keeping clean is a daily challenge.

The city only has 16 shower stalls available for 3,500 people living on the streets.

The shortage has inspired one resident to bring showers on wheels to the areas of greatest need, as Rebecca Bowring reports,

A bright blue bus stands out from the crowd in San Francisco's Mission neighborhood.

At the grand old age of 22, it no longer picks up commuters.…it's been retrofitted as a free mobile shower and toilet service for the homeless.

Doniece Sandoval founded the non-profit Lava Mae, derived from the Spanish for "wash me", after seeing a homeless woman crying that she'd never be clean.

The decommissioned bus contains two spotless bathrooms with toilets, sinks and roomy shower stalls…one large enough for a wheel chair.

It provides up to 130 showers a day in a safe, private environment.

Shower bus user Guy Arevalo says the service is meeting a fundamental need.

It's hard to get a drink, to get any water at all, to wash your hands, just look at my hands, they're really dirty just because you're out here, you're trying to do whatever you have to do to survive, you know.

Like every visitor, Arevalo receives a free towel and soap…and 20 minutes later says he's feeling a lot better.

Lava Mae has worked out a deal with the city to use fire hydrants free of charge to run the showers.

The non-profit raised $75,000 on crowd-funding site Indigogo. Google donated a further $100,000.

Sandoval says citizens' hygiene is a public health issue and that in an ideal world, the government would do more.

We live in a first world country and a very affluent city… the World Health Organization and the UN define access to water and sanitation as a basic human right…and yet so many people here go without.

Bevan Dufty is San Francisco's chief of homeless initiatives. He feels the problem is one the whole country needs to deal with.

I don't see homelessness as a city challenge, I see it as a society challenge, I think it's a challenge that we face as Americans and I think we all need to be involved... And I think at times people question how nimble can government be in responding to it?

Lava Mae, by contrast, is expanding quickly, with three more busses in the pipeline and plans to open up in cities across the U.S. -- even Brazil and Singapore.

ASSANGE TO LEAVE EMBASSY 'SOON'

Wikileaks founder Julian Assange says he will leave the Ecuadorian embassy in London 'soon', after two years inside the building.

However, it remains unclear how or when he plans to leave his refuge there, or where he would go.

He's wanted for questioning in Sweden over sexual assault allegations he denies.

Mr Assange claims he would end up being extradited to the US to face charges over the leaking of classified documents by Wikileaks.

EU give go ahead to arm Kurds in Iraq

The European Union has said it supports any country wanting to arm Kurdish forces fighting Islamic State Jihadists in Northern Iraq and has deplored a growing humanitarian crisis in the country.

But EU foreign Ministers in Brussels stopped short of agreeing to send a joint mission, after France said it would send weapons, during talks which also discussed a worsening crisis in Ukraine.

An escalation of fighting in Iraq and Ukraine prompted this rare, emergency meeting of EU foreign Ministers in Brussels.

The European countries present deplored the atrocities carried out by Sunni militants in Iraq. But so far only France has answered calls from the Northern Kurdish region for better weapons to fight jihadist advances.

Britain, Italy and the Czech Republic say they're prepared to follow suit, while Germany's foreign minister Frank-Walter Steinmeier will be in Iraq to assess the needs of Kurdish fighters first.

US military airstrikes, Kurdish officials say have helped, but a growing humanitarian crisis surrounding more than 1.2 million refugees in the region remains another concern… Germany is now the latest country after France, the UK and Us airlifting aid to those fleeing the violence.

The importance of school-based cricket tournaments in Uganda is steadily growing.  

With limited success at senior levels, the local cricket association is now looking at the annual schools' tournament, as a regular source for national team cricketers.

Another wicket down…from a determined display by Collins Okwalinga.  

His school, at this annual cricket championship, is on course to win a record sixteenth title.

The 16-year-old's performances could earn him the  'bowler of the tournament' award.

 My coaches have told me to make notes...and i focus on that..and always during training i ask questions..that coach where did i go wrong..have i improved..and am told am on track..that has improved my game and confidence

Uganda has one of the most comprehensive cricket development programmes in Africa.

The game is currently on the curriculum in over 200 primary schools and around 25 secondary schools.

Player numbers have been increasing with every tournament.

Henry Okecho, Uganda's Cricket development manager says the successes witnessed at the school-level, could steer the nation to the international arena.

Over the last three or four years, we have concentrated a lot on the national team at the expense of programmes like these ones..but we decided to regroup and try and channel our priorities into youth structure..these structures actually feed the national team

However, the lack of proper sports facilities remains a major challenge.

The local association receives development grants from the International Cricket Council.

These grants are largely used to attract and introduce the game to potential players and nurture new talent.

The future of cricket is bright, i have no doubt about that..i think come 2016, we should play in the u19 world cup..next year when we go into the qualifiers we should come tops in Africa

This East African nation is slated to host the World Cricket League Division 3 tournament later this year.

Getting the much needed experience will be a top priority. And talented players like Okwalinga may find themselves stepping out on the big stage... in the not too distant future..

UGANDA JOINS INTERNATIONAL EFFORT TO CONTAIN EBOLA IN W.AFRICA

Uganda has joined the international effort to help West Africa contain ebola.
It's sent a team of experts to the countries struggling with the virus.
The World Health Organisation says it's making a "significant" contribution.

- to Guinea, Liberia and Sierra Leone.
The World Health Organisation says they've made a remarkable difference.

"I think there is significant improvement at this stage because a lot is being done to educate the community and let them know what is being done because if there is an outbreak for the first time there is always panic and frustration and communities can associate the disease to various things."

who had little idea how to protect themselves.

Boris Johnson plans return to UK Parliament

Mayor of London Boris Johnson - long seen as a potential Conservative Party leadership challenger to Prime Minister David Cameron - says he will return to UK Parliament.

Mr Johson has confirmed he will seek to become an MP again at next year's UK general election.

But he says he will also serve out his term as London Mayor, which ends in 2016.

David Cameron insists he welcomes the news, wanting his 'star players' on the pitch.

But the Mayor's announcement will only add to speculation that he will seek to become Conservative leader and Prime Minister.

Boris made his announcement in typically Boris fashion.

It was supposed to be a speech about Europe and about immigration.

Or at least Boris wanted us to think it was supposed to be a speech about Europe and about immigration.

But he would have known very well his announcement would overshadow those issues and precisely what question he was going to be asked.

He is one of the biggest personalities in British politics and attracts international attention when he travels abroad as London Mayor with his mop of blonde hair and his - depending on where you stand - amusing, or clownish, behaviour.

In his Conservative Party he's seen by some as the saviour - a man to challenge current Prime Minister David Cameron.

Cameron supporters therefore see him as a threat.

Although Mr Cameron himself - who was at private school at Eton with Mr Johnson - promises us Boris is his friend and a man he wants back in parliament and perhaps in his cabinet.

Conservative Party chairman Grant Shapps insists the potential return to westminster is good news.

His critics say he'd be letting down London which he's supposed to serve until 2016.

But Labour MP David Lammy says it is no surprise.

Labour may fear Boris's return too - he's won two Mayoral elections in the british capital and has also achieved the popstar-style feat of being known up and down the country by his first name alone.

Boris is coming back to Westminster, and he may have his eyes not just on the commons, but on Downing Street itself.
