Moscow claims huge refugee flows from Ukraine but figures controversial

As pro-Russian rebels battle Ukrainian forces in eastern Ukraine, Prime Minister Dmitry Medvedev says the Russian government has spent $143 million on refugees.

It has set up refugee camps in southern Russia and is raising money for those in them.

The size and causes of this exodus are disputed by Ukraine’s government which has also set up refugee centres.
