Russia says that despite falling oil prices it will not cut production, even if the Organisation of Petroleum Exporting Countries, or OPEC, does.
Falling oil prices have contributed to severe economic damage in Russia caused also by capital flight, inflation, a weakening rouble and sanctions over Moscow's actions in Ukraine.
Expectations are low that OPEC will cut its oil output to support oil prices as it meets in Vienna.
